The European Union has proposed making Canada its first-ever associate member, in a move aimed at deepening cooperation between Europe and the North American country in trade, defence, technology, energy and critical minerals.

European Commission President Ursula von der Leyen made the proposal on Wednesday, September 16, 2026, during her State of the Union address to the European Parliament in Strasbourg, France.

Canadian Prime Minister Mark Carney, who was in Strasbourg and attended the address, welcomed the proposal as both sides seek to move their relationship beyond the existing Canada-EU Comprehensive Economic and Trade Agreement (CETA).

Von der Leyen said the EU wanted to build a new and stronger partnership with Canada, describing the proposed arrangement as part of a broader effort to develop closer relationships with trusted partners.

Carney later met with von der Leyen, where the two leaders discussed plans to establish what Canada described as a more ambitious alliance covering strategic sectors.

According to the Canadian government, areas under discussion include critical minerals, defence, artificial intelligence, computing, energy security, space, financial services and digital trade.

Carney said Canada and Europe should work together to strengthen their strategic autonomy and reduce vulnerabilities in an increasingly divided international environment.

The proposed associate membership would not amount to full EU membership, and the precise rights and obligations of such a status have yet to be determined. The concept would also require further negotiations and the creation of an appropriate legal framework.

The move builds on several agreements already reached between Canada and the EU.

In June 2025, the two sides launched a New EU-Canada Strategic Partnership of the Future and signed a Security and Defence Partnership. In February 2026, Canada also became the first non-European country to join the EU’s Security Action for Europe (SAFE) initiative, strengthening defence-industrial cooperation.

The EU is already Canada’s second-largest trading partner for goods and services, with trade valued at about $178 billion in 2025, according to the Canadian government.

The proposed alliance is expected to receive further attention at the upcoming Canada-EU Summit scheduled for October 29–30, 2026, where both sides are expected to discuss the future of their expanding relationship.
