Tinubu Appoints New Commissioner to Law Reform Commission as Senate Confirms Leadership

President Bola Tinubu has approved the appointment of Professor Yusuf Muhammad Yusuf as a commissioner of the Nigerian Law Reform Commission, further strengthening the leadership structure of the statutory body responsible for legal reforms in the country.

The appointment comes as the Senate recently confirmed Professor Dakas C.J. Dakas as Chairman of the Nigerian Law Reform Commission, alongside Dr. Uchenna Eugene Okolocha as Commissioner representing the South-South geopolitical zone.

The Senate confirmations followed the presentation and adoption of a comprehensive report by the Senate Committee on Judiciary, Human Rights and Legal Matters, chaired by Senator Adeniyi Adegbonmire of Ondo Central, during a recent plenary session.

The appointments were made in accordance with Section 2 (1) and (2) of the Nigerian Law Reform Commission Act, 2022, which grants the President authority to appoint a Chairman and three Commissioners, subject to Senate confirmation.

According to the committee report, only two of the three original nominees participated in the screening process conducted on June 25, 2025, with Professor Dakas and Dr. Okolocha successfully appearing before the Senate panel.

The third nominee, Professor Fatima Alkali from the North-East geopolitical zone, reportedly declined the nomination and formally communicated her decision to withdraw from consideration to the Presidency.

The Senate committee praised both confirmed nominees, stating that they “met all constitutional and professional requirements, demonstrated competence, and have no petitions or adverse security reports against them.”

However, the panel emphasized the importance of maintaining regional and gender balance within the commission’s composition, recommending that the Presidency consider appointing a new nominee from the North-East zone to fill the vacant position.

“The panel recommended that a new nominee from the North-East, preferably a woman, be considered to maintain regional and gender balance,” the committee report noted, highlighting the Senate’s commitment to ensuring equitable representation across Nigeria’s geopolitical zones.

The Nigerian Law Reform Commission plays a crucial role in the country’s legal system by reviewing existing laws, recommending reforms, and drafting new legislation to address contemporary legal challenges and ensure the legal framework remains relevant to Nigeria’s evolving needs.

The completion of these appointments strengthens the commission’s capacity to carry out its mandate of modernizing Nigeria’s legal system and ensuring that laws reflect current realities while promoting justice and good governance.

With Professor Yusuf’s appointment and the confirmed leadership positions, the commission is now better positioned to advance its reform agenda and contribute to the improvement of Nigeria’s legal and judicial framework under the current administration.
