The Sole Administrator of Rivers State, Vice Admiral Ibok-Ete Ibas (retd.), on Thursday appeared before the Senate for a crucial hearing on the state’s ₦1.48 trillion budget, marking a significant step in the legislative oversight process following the declaration of emergency rule in the state.

Ibas’ appearance at the National Assembly comes several weeks after lawmakers reaffirmed their commitment to ensuring that Rivers State residents are not disadvantaged following President Bola Tinubu’s declaration of emergency rule on March 18, 2025.

The retired Vice Admiral was accompanied by other key government officials, including members of the state’s economic team, as they prepared to engage with the Senate Ad-Hoc Committee on Emergency Rule in Rivers State.

The budget hearing represents a critical juncture for Rivers State’s governance structure under the emergency administration, as the Senate exercises its constitutional oversight responsibilities to ensure proper financial management and accountability in the oil-rich state.

The emergency rule declaration in Rivers State earlier this year marked a significant federal intervention in the state’s affairs, necessitating enhanced legislative scrutiny of government operations and expenditure to protect the interests of the state’s residents.

The ₦1.48 trillion budget figure underscores the substantial financial resources at stake, making the Senate’s oversight role particularly crucial in ensuring transparent and effective utilization of public funds during the emergency administration period.

As the hearing progresses, more details are expected to emerge regarding the budget allocation, implementation strategies, and the Senate committee’s assessment of the emergency administration’s financial plans for Rivers State.

The appearance of the Sole Administrator and his economic team before the Senate demonstrates the federal legislature’s determination to maintain rigorous oversight of the emergency rule administration while ensuring continuity of essential government services for Rivers State residents.

Further details about the budget hearing outcomes and the Senate committee’s recommendations are expected to be released following the completion of the legislative proceedings.
